Annotation:Nearly 170,000 of America's top high-school graduates from low- and moderate-income families will not enroll in college this year because they cannot afford to do so. This report is a follow-up to the committee's Access Denied report, which said that inadequate finances were the primary barriers keeping many students from pursuing a higher education.
