Annotation:Baum’s essay calls for the federal government to refocus the national financial aid agenda on providing access to higher education for all qualified students. Because the various other partners in the financial aid system – state governments, non-profits, and for-profits – necessarily base their policies on narrower agendas, the federal government must be the entity responsible for creating incentives for all partners to act in accordance with a clearly articulated national agenda focused on college access for all students.
