Annotation:This paper examines the likely benefits of investment in a high-quality, large-scale, publicly funded ECD program for children living in poverty. It provides an overview of the characteristics and benefits of high-quality ECD programs, and looks 50 years into the future by calculating the impact of such a program for all low-incoem three- and four-year-old children nationwide, on future federal, state, and local government budgets, the economy, and crime.
