Annotation:This project is intended to refocus the nation’s priorities on the subject of student financial aid and to place access to higher education at the center of the nation’s commitment to educational funding. Designed to foster greater understanding and awareness of the nature of the problems and issues surrounding financial aid, and to clarify challenges and possibilities for policy-makers, this Action Agenda proposes a number of broad public policy recommendations to address macro-financial aid issues.
