Annotation:Passage of proposed federal legislation would clarify the states’ authority over tuition policy and the right to offer in-state tuition to undocumented students. It would not provide a “one-size-fits-all” directive to states, but it would remove obstacles to state efforts to promote higher-education access and affordability for all students.
