Annotation:This study examines state assessment results from 2003 and 2005 to measure progress that has been made in raising achievement and closing gaps between low-income and minority students and their peers. Findings from the study affirm the need to not only maintain but expand successful improvement strategies in the elementary grades while at the same time dramatically strengthening secondary schools, as progress has been greater in the elementary grades and tapers off in middle and high school.
