Annotation:For the first time in American history more than 1 on every 100 adults in the US is now confined to a jail or prison. For black males between the ages of 20 and 34, the figure is one in nine. Report deals mostly with prison and incarceration information but touches briefly on higher education noting that while states may not make explicit choices between higher education and corrections, they do need to balance their budgets. 5 states now spend as much or more on corrections as they do on higher education. --MS
