Annotation:The Center for Higher Education Policy Analysis (CHEPA) at the University of Southern California conducted a three-year study on the potential and challenges of Individual Development Accounts (IDAs) to help low-income students obtain access and be successful in college. The study concludes that education IDAs have limited, but important, potential to help low-income students by reaching key populations often outside the reach of financial aid, creating access to higher education, increasing retention, providing financial education to break the cycle of poverty, decreasing the debt burden and default rates, and increasing funding for low-income students by leveraging existing scholarships.
