Annotation:This proposal for a new "college access contract" would would harness the free market so that students get more aid and banks get less. Students from low-income families would have the opportunity to graduate debt free (up to the maximum of $23,000 in cumulative federal student loan debt), while students from middle-class families could graduate with interest-free federal student loan debt, but only if they: (1) work hard in high school to prepare for college, (2) work or perform community service while in college, and (3) evidence a minimum level of academic work or competency upon completing their postsecondary studies.
