Annotation:The work described in this report is part of the national Making Opportunity Affordable (MOA) initiative, funded by the Lumina Foundation for Education. Unlike other organizations in higher education the Delta Cost Project seeks to move beyond the traditional emphasis on tuition, student aid, and revenues per student to focus additionally on how revenues are allocated in the spending part of the college cost problem. This report focuses on the presentation of aggregate measures of sector-level trends in revenues and expenditures.
