Annotation:This issue of Access and Persistence examines the possibility of new grant programs for low-income students and the need for a comprehensive strategy for allocating these grants. Additionally, ACSFA recommedations in the HEA Reauthorization are discussed, and pathways to degree attainment, the impact of statistical errors on student aid policy, and a comparison of college expectations and plans between high school graduates in 1992 and 2004 are examined.
