Annotation:This paper puts forth a series of recommendations to assist in the creation of a national system for workforce education and training. In addition to recommendations for incremental change, the paper also includes several innovative reforms called “system renovations” — ideas for new and dramatic ways of configuring programs and services that would result in a system that is more streamlined, easier to navigate and more focused on providing training opportunities for higher skills and credentials.
