Short Description:Update of original tax benefit report. Report provides good overview of available programs and discusses issues with tax benefits for education.
Annotation:Report discusses the current higher education tax benefits. Serves as a quality primer on education tax benefits. Reports suggests that as many of "the provisions are not based on need, educational tax benefits move the distributional balance of federal aid away from low-income students towards middle- and upper-income students". The report also notes, however, that "the incentives provide needed relief for the middle class, many of who may not qualify for any other source of finacial aid." Include data showing 80 of US tax filer in 2006 had incomes under $75,000. --MS
